Attorney – Private practice of water, environmental and governmental law.
Represent western natural resource users, particularly agricultural and
municipal water providers, before state and federal agencies, Congress and state legislatures, and in state and federal courts. Serve as general and special counsel to several local governments. Serve on the firm’s executive committee.

Colorado Attorney General’s Office, Natural Resources Section, Denver, Colorado 1/99 to 3/99
Assistant Attorney General, Water Rights Unit – Represented the state in
water rights matters in all phases of litigation, appeals, administrative law
matters, rule making, personnel actions and contract negotiation and review.
Clients represented include the Department of Natural Resources, the State
and Division Engineers, the Water Conservation Board, the Ground Water
Commission and the Division of Wildlife.
12/95 to1/99 First Assistant Attorney General, Water Rights Unit – In addition to
carrying a full case load as described in the previous entry, supervised eight
to nine attorneys, three paralegals and a secretary; served as the Attorney
General’s representative to the Colorado Water Conservation Board, and
acted as the chief advisor to state agencies, boards and commissions on water matters.
11/98 to 12/98 Acting Deputy Attorney General – Supervised on an interim basis the
Natural Resources Section consisting of approximately 40 attorneys and 16
support personnel, while continuing to perform my duties as First Assistant
Attorney General for the Water Rights Unit.
U.S. Senator Hank Brown, Washington, D.C.
1/93 to 11/95 Legislative Counsel – Assisted Senator Brown of Colorado with
environmental, natural resources, public lands, energy, Indian, government affairs and judiciary issues by drafting legislation, amendments and statements, providing legal advice and representing the Senator at meetings with constituents, state and federal agencies, and Congressional offices. Also served as counsel to the bi-partisan Congressional Western Water Caucus.
